Preheat oven to 375F.
Coat baking sheet with cooking spray.
Cut each pepper in half lengthwise, removing seeds.
Chop turkey bacon.
Heat pan on medium. Heat olive oil then add turkey bacon and onions, stirring occasionally, until onions are clear. Set aside until cool.
In a bowl, mix cream cheese, goat cheese, red pepper flakes, cooked onion and bacon. Stir.
Mince garlic. In a bowl, mix almond flour with garlic and Parmesan cheese. Set aside.
Place a tablespoon of cheese mixture into each pepper half. Sprinkle with almond flour mixture.
Place on cooking sheet; spray lightly with cooking oil.
Bake about 20 minutes until topping is golden brown.
